While much attention focuses on individual pieces of misinformation, algorithmic amplification deserves equal scrutiny. Even if every piece of content were perfectly accurate, algorithms that systematically amplify divisive accurate content over constructive accurate content would still harm democracy through selective emphasis rather than falsification.
The 2024 presidential election featured widespread misinformation including fake images and AI-generated propaganda. But the research examining over 1,000 X users measured effects of algorithmic amplification separately from content accuracy. The concern wasn’t just that false information spread but that algorithms systematically amplified the most divisive content regardless of truth value.
This amplification effect multiplies misinformation’s impact. A false claim might initially reach limited audiences, but if algorithms detect that it generates strong engagement, they amplify it to vastly larger audiences. True information competing for attention may get buried even if higher quality, simply because it generates less engagement than emotionally provocative falsehoods.
The multiplication works through engagement metrics. Misinformation often generates strong reactions—outrage, fear, anger—that boost the metrics algorithms optimize for. Accurate but less emotionally provocative information performs worse by engagement standards even when better by epistemic standards. Algorithms following engagement signals therefore systematically favor misinformation.
Addressing this requires rethinking optimization objectives beyond simple fact-checking. Removing individual pieces of misinformation helps but doesn’t solve the amplification problem if algorithms continue rewarding whatever content generates engagement. Platforms might need to explicitly optimize for information quality alongside or instead of pure engagement, accepting different business models if democratic health requires it.
